This contribution discusses the United Kingdom (UK) government’s regulatory activities related to nanotechnological development. The central question is what other prudent public regulation can learn from the UK government’s regulatory strategy, its regulatory attitude and its large variety of regulatory measures. Other public regulators can learn from the interactive and integrative UK regulatory approach. They can also draw lessons from the critique on the UK government’s regulatory attitude and its problems to cope with specific nanotechnological challenges. These lessons are based (...) on an evaluation of the UK government’s regulatory activities from the viewpoint of prudent regulation. The notion of responsive regulation, which provides basic ideas for the evaluation methodology, refers to a view on prudence that focuses on moral constitutional values. Interestingly, a similar view on prudence has been discussed in nanoethics. (shrink)

This paper focuses on the contribution of meta-regulation in responding to the regulatory needs of a field beset by significant uncertainties concerning risks, benefits and development trajectories and characterised by fast development. Meta-regulation allows regulators to address problems when they lack the resources or information needed to develop sound “discretion-limiting rules”; meta-regulators exploit the information advantages of those actors to be regulated by leveraging them into the task of regulating itself. The contribution of meta-regulation to the governance of nanotechnologies is (...) assessed in terms of responsibilisation. Responsibilisation is regarded as a pre -requisite for regulatory actors to internalise social values (such as consumer safety and occupational health) and to ensure that these values are built into regulatory practice. In order to explore the potential of responsibilisation, the Code of Conduct for Responsible Nanosciences and Nanotechnologies Research launched by the European Commission in 2008 is evaluated. The Code is a good case of meta-regulation that aims to steer the self-regulation of nanotechnological business and research organisations. The paper concludes that, while efforts were made on the part of meta-regulators and self-regulators to contribute to responsibilisation, important opportunities for responsibilisation such as dissemination and promotion of the Code, trust-building activities, and failure to provide rewards, incentives and stakeholder guidance were not taken up. In order to foster responsibilisation within the meta-regulatory instrument of the EC Code, a number of crucial activities to be undertaken by meta-regulators are recommended. (shrink)

At workplaces where nanomaterials are produced or used, risk assessment and risk management are extremely difficult tasks since there is still limited evidence about the risks of nanomaterials. Measurement methods for nanoparticles are contested and safety standards have not yet been developed properly. To support compliance with the legal obligation of the employer to care for safe workplaces a large number of ‘soft’ regulatory tools have been proposed (e.g. codes of conduct, benchmarks, standards). However, it is not clear whether and (...) under which conditions soft regulation is complied with. This article discusses the potential advantages and drawbacks of soft regulation. It explores compliance issues when exposure measurement devices and other technology-related factors are involved. The exploration of three examples of soft regulation on occupational health and safety (a ministerial recommendation on preliminary exposure benchmarks, a nano-specific guidance of a chemical company and a public–private OHS guideline) shows that the capacity of the regulated parties to comply depends on the availability of appropriate technological devices and methods, technical expertise and other resources. When technological prerequisites are met, compliance is likely to increase. (shrink)

Alchemy is central to Jung's hypothesis of the collective unconscious. In this volume he begins with an outline of the process and aims of psychotherapy, and then moves on to work out the analogies between alchemy, Christian dogma and symbolism and his own understanding of the analytic process. Introducing the basic concepts of alchemy, Jung reminds us of the dual nature of alchemy, comprising both the chemical process and a parallel mystical component. He also discusses the seemingly deliberate (...) mystification of the alchemists. This paper explores Quentin Skinner's historiographical thesis, named linguistic contextualism, as a potential challenge to the dichotomy in contemporary philosophy between the ‘analytical’ and ‘continental’ traditions. This divide, rooted in differing approaches to language and methodology, has led to labeling and categorizing philosophers into these two areas. However, Skinner’s work, drawing on the ideas of R.G. Collingwood, Ludwig Wittgenstein, and John L. Austin, presents a nuanced view that defies easy classification. By emphasizing the importance of historical context and the ways (...) language shapes philosophical inquiry, Skinner’s thesis blurs the boundaries between analytical and continental philosophy. We examine Skinner’s arguments and their implications for the ‘parting of ways’ concept, suggesting that linguistic contextualism challenges the validity of this dichotomy. Ultimately, it argues for the inclusion of linguistic contextualism as a significant alternative within contemporary philosophical discourse, particularly in discussions about metaphilosophy and the limitations of rigid categorizations. In the autumn of 1912, C. G. Jung, then president of the International Psychoanalytic Association, set out his critique and reformulation of the theory of psychoanalysis in a series of lectures in New York, ideas that were to prove unacceptable to Freud, thus creating a schism in the Freudian school. Jung challenged Freud's understandings of sexuality, the origins of neuroses, dream interpretation, and the unconscious, and Jung also became the first to argue that every analyst should themselves (...) be analyzed. Seen in the light of the subsequent reception and development of psychoanalysis, Jung's critiques appear to be strikingly prescient, while also laying the basis for his own school of analytical psychology. Jung said that all human beings have a religious instinct, a longing for wholeness, and that God is a part of every human being. This volume organizes more than 6,000 references to "God" in Jung's work and contains a chronology of his writing on the subject.

Jung was intrigued from early in his career with coincidences, especially those surprising juxtapositions that scientific rationality could not adequately explain. He discussed these ideas with Albert Einstein before World War I, but first used the term "synchronicity" in a 1930 lecture, in reference to the unusual psychological insights generated from consulting the I Ching. A long correspondence and friendship with the Nobel Prize-winning physicist Wolfgang Pauli stimulated a final, mature statement of Jung's thinking on synchronicity, originally published (...) in 1952 and reproduced here. Together with a wealth of historical and contemporary material, this essay describes an astrological experiment Jung conducted to test his theory. The principal aim of this book is to show the relevance of Jung's psychology for the study of history, culture, and the social sciences generally. While the exposition of Jung's thought in Part I is not as thorough as some other presentations, it is accurate as far as it goes. In Part II, the author successfully makes out his case for the social implications of this immense body of thought and indicates some of the paths that might be (...) followed by further research. After coining the term “philopsychy” to describe a “soul-loving” approach to philosophical practice, especially when it welcomes a creative synthesis of philosophy and psychology, this article identifies a system of geometrical figures (or “maps”) that can be used to stimulate reflection on various types of perspectival differences. The maps are part of the author’s previously established mapping methodology, known as the Geometry of Logic. As an illustration of how philosophy can influence the development of psychology, Immanuel Kant’s table of twelve (...) categories and Carl Jung’s theory of psychological types are shown to share a common logical structure. Just as Kant proposes four basic categories, each expressed in terms of three subordinate categories, Jung proposes four basic personality functions, each having three possible manifestations. The concluding section presents four scenarios illustrating how such maps can be used in philosophical counseling sessions to stimulate philopsychic insight. (shrink)

The first in an ambitiously planned and potentially valuable series of three volumes devoted to Leibniz’s philosophical development between the ages of seventeen and twenty-three. Moll’s account rests primarily on two letters Leibniz wrote to his former teacher Jacob Thomasius in 1668 and 1669, in which he laid out what Moll dubs his "first sketch of a system," a program for reconciling an anti-Scholastic Aristotelianism with the mechanistic physics of the "reformed philosophy" embraced by Descartes, Gassendi, and others. The theoretical (...) mood of the letters is nicely conveyed by Leibniz’s declaration: "In fact, I venture to add that all eight books of Aristotle’s Physics can be accepted without injury to the reformed philosophy." Moll’s chief argument in this volume is that this program as a whole, as well as many of its detailed formulations, were inspired by another of Leibniz’s early teachers, Erhard Weigel. (shrink)
